Federal Signal Smart Siren Vision

Just installed siren in my truck, however I cannot use siren the way I want to. I was told that because it is a premium vision siren it only works with lightbar. If I'm able to access a vision lightbar can I program the amp the way I want to and it is set so that I don't need lightbar to be attached to my vehicle.

It sounds to me like you got your hands on a Vision lightbar controller, not a SmartSiren. They look the same, but the Vision controller requires the lightbar to be hooked up before it will work. The SmartSiren will work on and setup and doesn't require a certain lightbar. The keypads are the same, but the brain of the SmartSiren is slightly larger and has more connections on it.

Yes... So all I have to do is change the amp, but still can use the keypad.

No, the Vision Keypad will now work with a SmartSiren brain. You need to replace the whole unit for a SmartSiren.
